Bookmark it and check regularly once you’ve submitted.

What slows applications down

Incomplete documentation

The most common cause of delays. If transcripts, license verifications, or required forms aren’t submitted alongside your application, your file stalls until everything arrives. The BRN mails a deficiency letter to your address on record — which adds weeks to your timeline before you even begin resolving the issue.

Fingerprinting mismatches

Especially common for out-of-state applicants using the FD-258 hard card method. If any detail on your fingerprint submission — name, date of birth, Social Security number — doesn’t match your BreEZe account exactly, the record comes back “unmatched” and requires manual correction. Out-of-state hard card submissions can also take several weeks to a few months to process vs. 72 hours for in-state Live Scan.

Prior convictions or discipline history

Your file is routed through the BRN’s Enforcement Division before it can be processed for licensure. The added time varies significantly case by case.

International nursing programs

Require credential evaluation and, in some cases, English proficiency documentation — both of which add steps and lead times outside the BRN’s control.

Endorsement application: step by step

Endorsement is the path for nurses already licensed in another US state.

1

Create your BreEZe account and submit your application

Everything starts at breeze.ca.gov. Create an account, then select “RN Endorsement” under “Start a New Application or Take an Exam.” Apply online — it’s faster to process, lets you attach documents directly, and gives you a way to track your file. Attach as much supporting documentation as possible at submission to reduce deficiency letters.

2

Pay your fees

Endorsement application fee: $350. Temporary License (strongly recommended, applied simultaneously): $100. Pay through your BreEZe account at time of submission. All fees are non-refundable and must be paid before the BRN begins processing.

3

Complete fingerprinting

All applicants must submit fingerprints for criminal background checks through the California DOJ and FBI. Your method depends on your location — see options below.

In California — Live Scan

Results transmitted electronically to the BRN, typically appearing in BreEZe within 72 hours. Bring your Live Scan form (requested through BreEZe), a valid photo ID, and the operator fee to a CA Live Scan location. This is the fastest path to clearance.

Outside California — FD-258 Hard Card

Request your card through BreEZe — allow 7–10 business days for delivery. Have fingerprints rolled at a local law enforcement agency, then mail with the $49 fee. Hard cards can take several weeks to a few months to process. Submit as early as possible.

Critical: The name, date of birth, and Social Security number on your fingerprint submission must match your BreEZe account exactly. Any mismatch — even a single transposed digit — creates an unmatched record requiring manual correction and adds significant time.

4

Submit your transcripts

The BRN requires official transcripts from every nursing school where you completed your degree and prerequisite coursework. Out-of-state transcripts can be sent electronically via Parchment or National Student Clearinghouse to brn.etranscripts@dca.ca.gov, or directly from your school. International transcripts must be mailed. Do not send transcripts before your application is in the system — they cannot be matched to your file without an active application.

5

Verify your out-of-state license via Nursys

The BRN requires verification of every RN license you hold or have previously held. If your state board participates in Nursys, complete this online. If not, request a direct board-to-board verification.

Nursys verifications expire after 90 days. Do not request your verification before you’ve submitted your endorsement application. If it expires before your file is fully evaluated, you’ll need to resubmit and pay again.

Temporary license: apply at the same time

If you plan to work in California while your permanent license is processing, applying for a temporary license simultaneously is one of the highest-impact steps you can take. The California temporary RN license is valid for 6 months and allows you to work while the full endorsement is under review. It’s issued after fingerprint background check clearance — current processing time is 2–3 weeks from when fingerprints clear.

How to request it: The endorsement application must be submitted first. Once submitted through BreEZe, a separate “RN Request for Temporary License” application becomes available in your account. Submit it and pay the $100 fee. If you miss this at submission, you can still add it later by sending a written request directly to the BRN with a check or money order for $100.

Education requirements for endorsement

California has more specific educational requirements than most states. The BRN will review your transcripts against two lists:

Prerequisite courses

Anatomy & Physiology

Microbiology

Psychology

Sociology

Written and Oral Communications

Core nursing courses

Medical-Surgical Nursing

Obstetric Nursing

Pediatric Nursing

Psychiatric / Mental Health Nursing

If your transcripts show a deficiency in any of these areas, you’ll receive a deficiency letter and must complete a board-approved makeup course before licensure can proceed.

2023 Lab Exemption: Effective October 1, 2023, nurses who have completed the theory component of anatomy, physiology, and microbiology and have been practicing in good standing in another US state for at least 2 years are no longer required to retake those courses with a laboratory component. Submit your transcripts and proof of active licensure — the BRN will evaluate eligibility automatically.

Tracking your application status

BreEZe application status portal

The BRN’s Application Status and Details page shows which documents have been received and flags anything still outstanding. Log in regularly — especially in the first few weeks after submission — to catch deficiencies early.

When to follow up

Give the BRN at least 6 weeks from your submission date before calling for an update. Contacting them while your application is still within the standard processing window can slow things down. If your submission date has passed the current processing window and you haven’t heard anything, reach out via the BRN contact page.

Once your license is issued, it will appear in the DCA license verification system before any physical documentation arrives. You can print this as proof of licensure — the BRN no longer issues hard copy license cards.

Quick-start checklist

Apply at least 10–12 weeks before your intended start date — more if submitting hard card fingerprints from out of state.

Apply online through BreEZe, not by paper — it’s faster, trackable, and lets you attach documents at submission.

Request your temporary license at the same time as your endorsement application — it lets you start working once fingerprints clear.

Submit complete documentation upfront — deficiency letters add weeks.

Do not request Nursys verification until after your application is submitted — it expires in 90 days.

Double-check that fingerprint submission details exactly match your BreEZe account — name, DOB, and SSN must be identical.

If you’ve been practicing in another state for 2+ years, check whether you qualify for the 2023 lab exemption.

California Board of Registered Nursing

P.O.
