Wanderly in partnership with ASTHO is actively hiring for a Special Advisor for COVID-19 (Disability Services)
This is a full-time position slated to start in January 2021 for one year with the possibility of an extension.  Reports to: Director, Preparedness and Disability Integration (in coordination with Jurisdictional Manager)

Provides subject matter expertise to the State to assess and ensure the needs of persons with disabilities and access and functional needs are integrated into public health emergency preparedness planning, mitigation and recovery efforts. Establishes partnerships with applicable governmental and non-governmental agencies. Reviews and analyzes national public health policy and its potential impact on persons with disabilities to provide recommendations to agency leaders. Upholds the organization’s values of leadership, integrity, collaboration, respect, diversity and inclusion, and responsiveness.

Principal Functions:

  • Provide subject matter expertise to the State, a jurisdiction impacted by COVID-19 and ensure the needs of persons with disabilities and access and functional needs are integrated into public health emergency preparedness planning, mitigation and recovery efforts.
  • Provide subject matter expertise in the updating of the State’s emergency response plans to better serve the needs of people with disabilities and access and functional needs during outbreaks, pandemics, and other emergencies.
  • Serves as an integral member of the State’s public health emergency preparedness planning and response program to provide substantive technical administrative advisement on decisions affecting persons with disabilities and access and functional needs.
  • Collect, analyze, and compare applicable data and trends; prepare reports including observations, conclusions, and recommendations for improvement of inclusion people with disabilities and access and functional needs into COVID-19 mitigation and recovery efforts
  • Establish and maintain partnerships with and provide guidance to applicable federal, state, local, tribal or territorial (FSLTT) governmental and non-governmental agencies.
  • If deemed necessary by the jurisdiction, establish and manage a COVID-19 Disability Recovery Workgroup hosted by the public health emergency preparedness and response program to provide recommendations to agency leaders.
  • Review, synthesize and formulate impacts of draft recommendations to national public health policy and its potential impact to persons with disabilities and access and functional needs (within the jurisdiction).
  • Serve as an agency representative to any applicable federal, state, local, tribal or territorial (FSLTT) governmental and non-governmental agencies providing support to people with disabilities and access and functional needs.
  • Develop and promote any applicable funding proposals that may advance jurisdictional work and goals; including developing services and products for proposals.
  • Actively participate in an agency hosted community of practice for all jurisdictional Special Advisors for COVID-19 (Disability Services) to increase regional and national collaboration.
  • Performs other duties as assigned.

Qualifications:

  • Master’s degree in public health, public administration, health policy, social work, or
  • related field. (Equivalent experience may be considered in lieu of degree qualification.)
  • At least 4 years of experience working with persons with disabilities and access and
  • functional needs is preferred.
  • Experience in project management, strategic planning, and partner relations.
  • Experience in public health emergency preparedness and response is preferred.
  • Governmental (federal, state or local) agency experience is a plus.
  • Willingness to accept and/or relocate for jurisdictional assignment. (No relocation
  • allowance for this position.)

Skills Needed:

  • Understanding of public health functions, systems and infrastructure.
  • Excellent written and oral communication skills.
  • Ability to work in a virtual office environment, adapting to a variety of software platforms.
  • Adept in Microsoft Office Suite, Zoom, various social media and other virtual platforms.
  • Ability to develop and maintain collaborative networks.
  • Ability to manage and develop multiple projects independently and in a team environment, and complete assigned tasks in a timely manner.
  • Ability to analyze programs for innovative practices and translate these into synthesized products and outcomes for state-based public health preparedness programs.
  • Ability to travel within and around service area.
  • Establish and maintain effective working relationships with coworkers, management,
  • partner agencies and organizations, state and local officials, and the general public.
  • Once travel restrictions are lifted, the role is likely to require up to 15% travel with reasonable accommodations.
